Pegasus Consultancy was established in 2019 as a collaborative consultancy providing tailored, bespoke consultancy advice to landowners, developers, the public sector and community groups.
Pegasus was established by David Howel, who has over twenty years experience in property and planning sectors including senior management and director roles with national housebuilder/developers and planning consultants. David graduated from Heriot-Watt University in 1998 with an MA Hons degree in Town Planning and added an MSc in Urban Design from Strathclyde University in 2010 and has been a member of the Royal Town Planning Institute since 2000.
Between 1998 and 2008, David worked with Tay Homes, Miller Homes and Baronial Properties in Land Manager/Director roles covering Central Scotland with a remit including identification, negotiation and acquisition of short term and strategic sites for residential development plus associated development appraisal and legal contract review.
Between 2008 and 2019, David developed his own freelance consultancy and undertook consultant/director roles with Clarendon Planning & Development and Assemble Collective Self Build. David's consultancy experience in this period included identification and planning promotion of strategic residential sites and financial/development appraisal of private, affordable and community self-build projects. These roles utilised a wide range of skills to deliver and project manage a range of planning applications, appeals, Local Development Plan representations, planning appraisals, urban design frameworks/masterplans, development site identification surveys, community consultation, financial appraisals, community self-build business plans plus housing land supply, education capacity and planning policy analysis.
Since 2018, David Howel is also a Right to Build Task Force Expert for the National Custom & Self Build Association (NaCSBA), providing advice to local authorities and collective self build groups looking to advance self-build housing delivery (also acting as consultant with Assemble Collective Self Build).
Pegasus Consultancy draws upon this experience which allows for a wide range of services to be delivered under one roof. Pegasus also has established relationships with a range of professionals to allow for provision of supporting architectural, landscape, engineering and other specialised disciplines to allow for project delivery.
